“We climbed Lyell in 1970 and approached it from the June Lake side. We camped below the glacier and at 5 a.m. we were on the trail, on solid ice and snow. Half way up the glacier it started to soften up. “My 12 year-old grandson Chris Cejas was murdered in Sacramento by his biological donor and step monster in 2002. Now over six years later even with newspaper coverage, a grand jury investigation (not the first since 2002) and an “independent outside” investigation that will be aided by Sacramento County CPS’s own oversight committee no one is listening.
I only learned in June of this year that the phone call to CPS made eleven weeks before Chris’ death was made at one thirty in the morning. The person who took the call at CPS didn’t feel (as did the caller not feel) someone should just call 911. The caller reported screaming and the sounds of someone being beaten and yet the CPS worker who took the call put the call on a ten-day turnaround, which means they had ten days to check it out. When they did check it out they never found Chris so they closed the case.
I have written letters, spoken to reporters and in general tried to stir the pot in Sacramento County, but as yet to no avail.
One of the major problems with the California Child Protective Services is it is run county by county with no real state oversight. It was only about six months ago that Sacramento County decided it might be prudent to send a nurse along with a social worker when checking on a medically fragile child. At the same time they implemented a system by which they can track children who are moved from county to county by parents or guardians who wish to stay below CPS radar.
What is so discouraging is, Sacramento is the Capitol of California. These legislators live there part time. They surely must read the papers and hence must be aware of the problems in that county, let alone the rest of the state.
It is interesting to me, that California, the biggest nanny state in the union, can tell people they must give up smoking in cars and apartments, stop using T shirt bags to carry groceries, but can’t get it together to finalize a budget or protect children in a sane and common sense manner.” – Pat Dazis, in response to Thomas Atkins June 27th interview with Stacy Soares, author of State of Sadeness.

Imagine that, 6.4 children die at the hands of the very agencies that are supposed to protect them and only 1.5 at the hands of parents per 100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse and kills more children then parents in the United States. If the citizens of this country hold CPS to the same standards that they hold parents too. No judge should ever put another child in the hands of ANY government agency because CPS nationwide is guilty of more harm and death than any human being combined. CPS nationwide is guilty of more human rights violations and deaths of children then the homes from which they were removed. When are the judges going to wake up and see that they are sending children to their death and a life of abuse when children are removed from safe homes based on the mere opinion of a bunch of social workers.

A recent study has found that 12-18 months after leaving foster care:
30% of the nation’s homeless are former foster children.
27% of the males and 10% of the females had been incarcerated
33% were receiving public assistance
37% had not finished high school
2% receive a college degree
50% were unemployed
Children in foster care are three to six times more likely than children not in care to have emotional, behavioral and developmental problems, including conduct disorders, depression, difficulties in school and impaired social relationships. Some experts estimate that about 30% of the children in care have marked or severe emotional problems. Various studies have indicated that children and young people in foster care tend to have limited education and job skills, perform poorly in school compared to children who are not in foster care, lag behind in their education by at least one year, and have lower educational attainment than the general population.

80 percent of prison inmates have been through the foster care system.
The highest ranking federal official in charge of foster care, Wade Horn of the Department of Health and Human Services, is a former child psychologist who says the foster care system is a giant mess and should just be blown up.
